The Bill and Carol Latimer Charitable Foundation

TThe College Opportunity Fund began as a pilot program in 1999. During this trial and error period the Foundation felt there was a need for a full time overseer of the program. Over the years, The Bill and Carol Latimer Charitable Foundation was able to build up the funds to become a fully operating program.


It was developed by Bill and Carol Latimer with the mission of making it possible for highly motivated Obion and Weakley County graduates, possessing high moral and ethical standards, to be able financially to secure a college or technical degree from an accredited school of their choice through interest-free loans. The Foundation offers interest-free loans for the purpose of encouraging responsibility in students. It is the hope of the Foundation that students will learn more responsibility and develop a greater appreciation for their education.

What does the

College Opportunity Fund provide?

  • Financial support to help lower the cost of a college education for Obion and Weakley County high school seniors.
  • Assistance with scholarship and career searches provided by the program’s Educational Director.
  • Accountability in academic performance and personal achievement goals.
  • Practice interviews and coaching in preparation for future job interviews.
  • Opportunity for students to earn partial loan forgiveness.

Program Accomplishments

  • Assisted over one hundred students with college funding since its founding in 1999.
  • Graduated twenty-five students from college; most of whom have repaid their loans so that others can receive the same opportunity.
  • Approved nearly $500,000 in interest-free loans to Obion County and Union City students.
  • Forgave $63,000 in loan forgiveness for students who met the requirements.
